In brief, what is supposed to be the AI behaviour with those AI files ?

In theory. (At least what I am trying to accomplish)
Xiati will offer and except many treaties and then at some point after 51 Turns Break only one treaty; with a comparably weaker player. But not declare war on that weaker Player, hoping to capture a few planets and then sue for peace, again.
It may resemble that Pirates parasite role your looking for.
It can't hurt to look, you may able to use some
But may need some TDM changes.

JLS : I think the current image is fine, thanks. For those who will tell me "it looks too much like a Fazrah" : It IS a Fazrah pirate captain.


The pirates have no specific race : it's a mix of oxygen breather races (including humans).

Stone mill : What's the problem with ice planets ? I write somewhere that pirates were used to hiding in frozen, desert worlds, where nobody can annoy them. There is already lots of rock races, I wanted to create something different.

Trooper, nothing is wrong at all, I was referencing the movie Ice Pirates... I take it you never saw it. Pretty funny; somewhat of a cult classic.

And the texture on the race portrait looks very good- nice improvement.
