Value stacking does work and is allowed in our contest. System bonus stacking is off limits in our contest but because of a bug you can still make it work in other games (you probably should talk to your opponents in PBeM games before doing it to avoid hurt feelings over using a cheat though). In single-player games the way to use the bug where you get system-wide bonus effects to stack is to build them on different worlds. This won't work after the next patch so enjoy it while you can.
