Uninstalling a program (especially a game) rarely deletes customized files. I don't know about the case of SE4, but I would imagine that Aaron would not be mean and forcibly delete the folder SE4 was installed into if doing so deletes customized files.

Indeed. I unistalled SEIV few times and non of my mod files has been deleted.

This is a shot in the dark, but I seem to remember having the same kind of problem.
Make sure you have no cd in your cd drive. See if that helps with the locking up at 4%. I realize that you have fixed it, but in case someone else looks at this thread on a search...

You know, I usually have a cd in the cd drive. I took it out Last night before I started the mod picker, and I had no problem in starting a game. I'll try that for now to see if it helps.
