It's under the Empire Status window, to be more specific. These settings are saved with your race when you save your empire during the game.

'Course, 'twould be nice for these settings to stay the same from game to game without having to load in a custom EMP file...

If you save your empire after changing the settings, and load that empire for a new game, the settings should carry over.

there are positive events, but you always remember the negative ones (murphy's law debunked in a way, you only remember the bad events)
