You only have to stop for a whole turn if playing simultaneous movement. In sequential movement, which is what most SP games are played with, you do not have to stop and waste movement on any turns. But still, it is a good idea to make them fast, because there will be plenty of turns where you will want them to move at full capacity. Especially when you don't have any close planets that need troops, or you need to pick up the next load.

in future do some preventive maintence before hand.
build troops on every single planet. 240 planets means 24 troops on them. I personally keep 2400 cargo planets maxed on troops... and the larger ones I keep at least 40 troops on them. Some of the bigger ones I have 100 troops on them.
And yes I arm them. As they will come in use.... As shock troops in invasions etc... Just rememember to replensish them...
This way also you do not have to micro manage your troops... And it is worth it for the production bonuses on all your happy planets.
Troop system goes like this.
Early game... Get troops and troop weapons completed.
Build 20 troops on every single planet.
Build 4 troops on the planets with 40 kt space left.
Build 20 on the rest of the planets.
Repeat when needed.
On the planet where you have your fleet training build bases. Have them build troops on repeat... Send your troop transports there...
If pratical finish off troops in research.
Middle Game ( time when contact is complete on your boarders and the game is getting interesting )
Build your shield soaking troops at the fleet training areas.
Now you have trained fleets with combat ( DF ) troops and the soakers.... And no doubt you have a few extra ships for troop transport ( not combat )
War comes... Invade with your trained fleets and capture planets... Make sure you have your fleet always pick up the troop cargo in its orders inbetween orders of capturing planets... Repeat... Send in the extra ships with troops to drop off the police troops on the newly conquered plants... And away we go

Tesco, when you said build troops on those planets where you have fleet and ship training bases, I got a bit confused.
Am I correct in saying that troops do not gain experience like ships do? in which case, are you saying build the troops on those planets so that the troop transports will gain experience when they go to collect troops?
Also, I am playing SEIVG with latest patch and TDM modpack. Do any of the AI races actually build troops?
The only ones I have seen do this are the Space Vikings (bless you Dogscoff). Other than those rowdy rebels, I do not beleive I have ever seen anyone else build the little darlings

Units do not get training. Those training planets are usually the staging grounds for gathering newly built ships, so having troops there too makes it easier to just pick them up and be on your merry way, rather than having to go elsewhere to get them.

Tesco, how do you order your ships to pick up, repeat, then pick again? I can't remember if there is some sort of way to program the ships or not. It would come in handy in one game I'm playing right now, where I'm sending population from a fully developed world to a new colonized world and I want to build up the population. Is there a way to tell the transports to pick up a population, ferry them to this new planet, then return to the original planet to restock?

Ment planets with 240 kt space should have 24 troops on them... You know what I mean...
