Strange.
I just donloaded the patch today and installed it like anyone else. I had a "Can't find line..." error on the Xiati's turn, so I checked the Design creation file and fixed it, and it worked.

The error is in Xiati_AI-DesignCreation.txt.
You can search for "troop transports". When you're there, go six lines down to
Num Must Have At Least 1 Ability := 1
This is how it should be. In my case (I know this starts to raise questions about my mental health, but I could see it really, and then the exlamation mark changed into a green square that said nasty things about my mother...:-), it was
Num Must Have At Least 1 Ability !:= 1
If it's true that the only file that was changed for the patch is components.txt, this should be an older problem, or something about my computer is really, really strange!
