I tried sending the Messages at the end of the turn, too. No better results.

It happens (very very seldom) that the EMP file becomes corrupted and some unexplained bugs occurs. Try to save your EMP file and start a testgame and see if you can send messsages.

If you still can't, then its EMP file and unfortunately there are no recovery.

Thanks for the hint again!
I built up my SE4 repository a second time, looks like it works now (I have the "message sent" flag at least).
After the turn processing I will know it for sure.
