Probably ImageMagick can. Its a batch of utilitys designed around command_line batch processing. It does so many things that alot of other programs are built on it.

I just found a way to make pictures monochrome! I forgot my mother is taking some computer graphic courses at home. I happen to see five computer disk's next to her work. Turns out its CorelDraw Graphics Suite 11 program's. I got permission to play with all these sweet program's! Anyway the photo and objects program is my new best friend. I selected a colored picture from the imagemod and made a great monochrome picture. My job is now easier.
