You must be mistaken. I am certain this is not allowed. As stated previously, you cannot remote mine a planet that has a colony. Even an enemy colony. The only way you can remote mine a planet is if there is no colony on it. Not just no facilities or even no population. No colony whatsoever.

I just had an idea. How about a new technology between remote mining and creating a planet. You build the facility or component over time and then when it is activated the whole planet (in practice probably a moon) is detroyed and its resources added to your total. Of course you would need to build lots of storage facilities first. Maybe the amount of resources gained would depend on planet size and value.
