Sorry, cannot help you. I stopped playing this incomplete game early on, waiting for a patch. The quote was necessary, however. I am sure you can name the movie, or at least the character.

I have only used those tweaks in small quadrants where the AI's do fight eachother. But the fact that another AI has become mega evil and they don't fight doesn't sound too good for your future.
