Ok, I have but one word to say. Duuuuuuuhhhhh.

*looking at floor shuffling feet*

Um, I was trying to use Exsiting Emprires when starting new games. Duh. I deleted them, and re-established them. Everything is working fine now.

Let this be a lesson to me.
