As far as I know it serves only for the choice of random computer empires. You have a list of the different percentages in the settings.txt file. IIRC personality group 0 are the neutrals and 1 to 4 are used to differentiate peaceful (=1)to aggressive (=4) races. If all the races on your computer are coded correctely according this personality number system, you can makes games where the computer will select more or less aggressive races according to the settings.txt file instruction.

Anywhere that I've typed <number>, there will be a number there already; different AIs will have different numbers.
I use <> to indicate a variable.
