IF you want to change behaviour, you change the file.
Currently, with:
Comp Max Level Ship Level Offset := 1
This means that the store will create items to sell that is +/- 1 from your current level.
Thus, if your level is 10, the store will have level 9, 10 and 11 items.
If you change it to:
Comp Max Level Ship Level Offset := 2
The store will have +/- 2 levels, thus 8,9,10,11,12. This means that with a little work, you can have level 12 items when the pirates, etc, will have level 10.
NOTE that the store only reloads:
1. When you quit and restart the game.
2. You leave the system, stay away for a while, then come back. Or some such trigger.
I've not quite figured out #2's behaviour yet, but I haven't been that concerned about it either.
NOTE that if you go to a Independant Space port (one in a system owned by nobody) you can get a wider variety of items. And can buy any type of ship. Terrans only have terran ships and terran components, etc.
Always remember, this is a COMPUTER game. It is not reality. Thus, it has some odd behaviours that never happen in the real world.

Since I'm just playing the Demo I don't know if this helps.
I move in close for a kill and fire off my four toxic missles. I can ussually get a quick kill without destroying any of there internal parts. I just hope the cargo left behind has the upgraded components I need. It's much cheaper getting them that way, than to pay for them or repair them in the Shipyard. Those components I don't need I can sell off and don't have to worry about repairing them.
I fire Port, Aft, and then Starboard following them in a turn.

If you change both Comp Ship Max Level Offset and Comp Ship Min Level Offset to the same (Positive) number, the component levels are normalized, so that you only get one specific level of equipment. If you set both to 3 for instance, you only get equipment three levels higher than your character level.

#2 is actually anytime you dock with another store. Hince if you want to scum for a terran part, go to earth and sit directly between earth and the moon. If the one does not have what your looking for go to the other store. If it also does not have what your looking for go back to the first store and it will have reset the store. (this also works great at getting three deliverys/jobs to the same location/system)

Ahh. Makes sense. Probably only one active "store" in the game.
The Terran system has enough spaceports in it that you can usually find 3 delivery jobs for the next system. But not having to fly around a lot, I hadn't thought of that one.

It seems that i cant find where those files might be... I suspect that are x-files but they dont open well like txt files. No more files where can i find that.
