I'd much rather put a starshine skullcap on an astral 2 mage than spend the gems to empower them. Definitely the way to go.

Nobody's going to make my pretender mute again. Or kill him again. I'll dispel Bot and WoG and other nasty spells by any mean available, as soon as possible.
Which doesn't mean I won't try to get other players to cough up part of the price, or help them do it if they have a astral 3 dispeller and I don't. But I won't wait for it to simply disappear...
Forge of the Ancient or Arcane Nexus however, are not quite top priority. I might wait

if not at war, I would consider myself to be at war with anybody casting a GE which attack me in some way.
If at war with somebody, I will consider dispelling any GE he puts up, even gems income or province defence boosts.

Interesting result on Mechanical Militia. I love that spell, it seems to shut down the AI and, at least to my mind, would be a real pain in the butt for anyone at war with me. Is it easier to counter in battle than I am aware? If so, I would be interested in how you tackle it.
I use it to make the results of probing invasions harder to clean up, as well as allowing me to free up more forces for offensive work generally. It limits your opponents ability to annoy you with small and medium forces, they need something really big to do much damage.
Of course, this depends on the exact situation. I might leave the spell running until the turn before I invade, but it has got to go if I am coing at you.
