As Zen mentioned, the graphics are ripped directly from the game. The issue of "low-res" probably comes about because the icons used are from the 1600x1200 icon set, which are the right size when creating the pdf but become reduced by Acrobat when the document is made - thus the issue is that the icons are resized, and appear smeared or "low-res." Did you read what I said about the icons looking different in 2.6 than in 2.8? If this is true then obviously the icons can look better than in 2.8 - namely by going back to the icons in 2.6.

So there is no need to get a completely new symbol set or anything like that.
