A related question then. Do the Scout offer "better" guesses at enemy troop strenght than the normal estimates gained by owning an adjacant province (example 40%-300% vs 50%-200%)?
Or does it just offer the possibility of recon behind enemy lines?
In the manual, I believe it says that a scouting report is "more accurate" than when using Province Info without one. But I don't think the manual notes the percentage difference.

While the scout reports are perhaps more accurate than having no info at all, in my experience the reports that come from having High Dominion in an uncontrolled province seem to be the most accurate though they don't seem to detect Magic Sites.
I'm not sure about the exact percentages, but some nations have "Spy" units and I can confirm that "Spy" units definately seem to give more accurate reports than "Scout" units.
