My mistake I currently limit units to 5000 and ships to 3500. I used to max units at 2000 and had something lower for ships maybe 800, for some reason I was stuck on thinking about 3500. Anyways I don't think you can increase it beyond 5000 right now since that's hardcoded in the game.
