Apparently because they have a gold cost, as the units can be recruited normally from sites or certain provinces: As a result, they're assumed to have upkeep because there's a gold cost associated with them.

I guess rocks and sticks (a normal troll diet) are valuable in the world of Dom? Or the money may be weregild for the children the trolls are supposed to be fed (according to the spell description).

Wergild doesn't really apply when all of your population has been killed, as with Ermor.

I guess that's one way of making sure you get the minerals you need in your diet. Usually I'm recommending something like that for iron, though...
