Is flying disabled for flying underwater units as well? Darkness normally can't be cast underwater, for instance, but Utterdark can bring Darkness even underwater. Does Perpetual Storm storm underwater as well, grounding underwater-fliers like Tritons?

isn't the strat movement underwater only 1 province / turn anyway already ?
even for "fliers" like tritions ?
edit : the only expection i believe is the vastness .
so try it with a vastness

It does not.
Underwater "flyers" such as tritons continue to "fly" underwater with Pep Storm up during tactical movement (battles).
Sadly, however, land flyers who can fly during storms are unable to do so strategically (only tactically).

BTW will flying aquatic commander with amulet of fish lose his ability to fly on the land? I suspect he would, but I was always too lazy to check.

They don't. The Nerid for example, retains her ability to fly.
