did any of these sites produce gems ?
i think it would make sense if no gemproducing sites are found but sites like arena , gold mine , brigands lair etc. can still be found at magic sites 0 .
another reason could be that swamps , forests and mountains have a slightly higher percentage to include magic sites .
so there perhaps the chance for sites is still 0+20% for swamps e.g.
so plz share your information on this aspect of the question too

Yes, 0% site frequency is just the base rate. There may still be some sites where the terrain type increases the chance (additively, not multiplicatively, so it creates a chance), or by random events ("a marble mine was started in Foozy Gulch"), or if the map you are using includes, or increases the chances for, magic sites.

Boron, the sites I found were all gem producing sites. But they were not the really good ones. I recall that the best one had 2 gems per turn.
I agree that I doubt it affects the free ones croping up like the copper or iron mones.
