I will be asking the dumb question: is the population on this planet mainly None breathers? Having a majorityr of Hydrogen breathers would both prevent Atmosphere ConVersion and would dome the planet.
Besides this, I have no clue about your problem.

Yep, the population of the planet is entirely None breathers. That is, if you can say that people who occupy planets with no atmosphere "breathe" at all!!

That's exactly why I hate this none-breathers [censored],
If they don't need an atmosphere indeed they DO NOT breathe at all, so they could life on planets with ALL kind off atmospheres, not only the none ones !!!!!!!

The no-atmosphere breathers could very well oxidize in atmospheres, thus having the need for domed vacumn bases.

Not breathing an atmosphere doesnt mean they will work well in it. Some may be corrosive to them or massively slow them (no-atmosphere race in water?), or not like what it does to sound and light, or they just might find the ugly swirling colors to be distracting. Im sure they would prefer to dome out any atmosphere.

Pressure. None "breathers" need a lack of pressure. An atmosphere creates a lot of pressure, so they are crushed by it. |
