 So I'm fairly new to Space Empires IV...but this seems out of place/bug of some sort? First that enemy fleets appear in my sector that is totally blocked off by satellites without engaging those satellites. These ships do not have cloak. I haven't gotten far enough yet in other games, but I highly doubt they have the ability to appear in any sector they want. The game hasn't been played long enough and its the Amon'krie Continuum. I believe they do not have any tech to let them just appear...as well in this particular game I've had a ship hit mines in a sector two sectors away from where the ship was located(warping through).  Perhaps they hit a spatial anomaly... that is one of ther andom events which can occur, transporting ships to another system.

 But how soon does an Amon'krie AI-controlled empire get to Stealth Armor technology?  I can't remember playing AI games against them where they ever had that (though it's been over a year).
 It couldn't be something as simple as...
 
 ... you have a Treaty with them?

 Do your satellites have stealth armor on them?  The cloak is automatically turned on so the enemy ships won't engage them in battle if they don't have sensors that can see the satellites.  I'm not sure if turning off the cloaking works on satellites with stealth armor. |

 As I said its early in the game, no stealth armour. Their fleets consisted of destroyers, to give you an idea how early. It must've been a bug. |
