 The AI can be really weird about Diplomacy. Sometimes they won't accept any offer, even though they love you.
 One thing that has sometimes worked for me is to propose a trade with them, and include the treaty in the list of things you want.

 The AI files have an entry about not accepting a treaty until after XX number of turns.  It may have been limited by this.

 I remember someone saying to me along time ago that they wont accept a treaty until so many turns after your last combat with them. So you need to figure a way to keep your ships away from one another.

 Hello, 
If the AI declares war upon you the chances of making peace with them is virtually impossible.  It has been a long standing recommendation to new players in the event that they wish to make peace with a waring AI race to employ the Gun Boat method of peace.
 
In other words, you kick his arse and demand his surrender until it is given.  Good luck and enjoy.

 You have to set "Turns Since Last War Before Friendly Treaty" to 0 in the AI politics file. Then they'll make peace.
