It agrees with another phenomenon I've encountered: if you find a 0 pop colony that belongs to another race, you still have to land a troop to take control of it; you can't just drop your own people there.

Sorry, this won't work. You can't refit with a repair bay. You have to have a space yard to initiate the refit. After that a repair bay can repair the components, but the space yard has to be there initially or you can't get started.

You could just say that troops are needed to eliminate any booby traps and security systems left behind by the previous occupiers.

Either by abandoning it and choosing not to scrap the facilities, or by using an empty coloniser to plant it in the first place.

I've acquired a few zero pop planets from the Crysonlite in my current VS AI game. Easy money=-)
