It is not needed, no matter what you did to it. The .map file only creates the game, and sets the name of the .tga file... which incidentally allows the game creator to do some mischief with it. In KOTH, I used a theater6.map file, and everything worked fine without having it.
If you have changed the name of the .tga file, the players will have to do the same on their end, but that's the only problem I can think of.

Ah, cool. I had thought that the .map file was at least required for the local client to know the neighboring province scheme.

The neighbouring provinces seem to be kept in the .trn file themselves (explaining why turn files for turn 1 are already 36 kb big). I guess that's a good thing too, as otherwise a player could alter neighbouring provinces on the local computer... though it could be avoided by using a check of some sorts.
