You should be able to put a tractor beam and a cargo bay on ships and steal population from planets.

Just make sure you pull up the SENTIENT race on the planet. Imagine your chagrin when you pull up a load of cows or skunks or telephone sanitizers or something else equally simple-minded...
Maybe this should cause unhappiness in the target empire; after all, only really weird people like being abducted by aliens and used for "medical experiments" (aka orifice probing...)
