The AI will not buy any "snow" troops in such weather. There is no special code for such seasonal variations in the MBT AI pick lists.

(in WW2, they will do so, but the WW2 pick lists are individually crafted in C++ code (not driven by DAT files) to e.g. take FallshirmJaeger if the batloc is Crete, not buy SS against the Commonwealth and USA in North Africa etc)
