Nevermind, found out what the problem was, the Tech display doesn't update the first section of information (Current level and Research points required) but does update the remaining information.

Also found another problem, when you upgrade facilities that are currently being built they are either erased from the aue next turn, or get to their final year and then dissappear when scheduled to be built.
