Yes it is confirmed. -5% per level of Dominion, so -50% in my home province at the moment, for example.

Why have not one, but two large Caelian armies, one of which is crammed with mammoths, moved to our borders?
In all fairness, one of these armies is placed where it could strike at Abysia as well as Man, so perhaps we are not the intended target. Perhaps this second army is just there to deter us from coming to Abysia's aid -- divide and conquer at its best.

I beg your pardon, but those Mammoth herds where only looking for some food. You know how hard is to feed 57 mammoths? Well, it's near impossible. I can assure everyone that attacking us is very unwise. Mostly for the sole reason that my armies are very mobile, so I can keep a smaller number of armies, in the other hand Caelum is the best siege army if I recall correctly.

The forests of Avalon are vast, but not so vast as to support such herds. We suggest the Raven's Vale instead.
We also wonder who that one nation is...

Impossible!
Pangaean lookouts have spotted the nation of Arcoscephale levying the local population to fuel their own war machine, and on the borders of Pangaea no less!
Since there were relations of peace between Pangaea and Arcoscephale so far, Pangaea will give them 3 turns to prove that they are not a nation ruled by tyrrany.
Should Arcoscephale not prove to be a friend to the people and to mother nature in 3 turns, they can expect to be wiped off the face of the sacred earth.
EDIT: I'm not submitting this turn until we are told if we are to do it under 3.01 or 3.04

I beg your pardon, but I had to choose between famine in the ranks of our belowed furry friends (called mammoths by mankind), or to find some new sources of green leaves or anything eatable. We had no intentions of roasting our mammoths, so we avoided Abyssian lands. The only path remaind possible were leading towards the forests of Avalon... They contain lots of food for peacefull herbivores , hence the name of forests. If your man decided to hunt down the herds, that's your misstake, since they tend to dislike being hunted, and in that case they will trample trough ranks of heavy infantry with ease.

Robed figures walked trough the sun-scorched plains, hoods pulled over their heads. Agarthan mystics were not just hiding from the light of the day. One of them was limping visibly and another could not walk without the aid of his staff.
