I checked the patching question in the manual (sorry I was lazy before).. says all of you should finish the current turn using 3.04, then I should patch before I host, and then all of you should patch before you load the .trn.

It really doesnt matter that much if you host with 3.06 and they send in 3.04 turns... it occasionally makes something slightly weird happen, but nothing game-breaking, in my experience

We have been waiting since Sunday for him, and he does not respond to emails or PMs. Maybe he's on a holiday or something, but I think it's time to host...

I know this game is supposed to be "casual" and all that, but I think that 48 hours is more than enough time for someone to look at their turn, think about it, and take it. If people need more time than that they should PM or email you. I think that you should just host every 48 hours unless you hear from someone.

Usually some scaling effect is a good idea, where players get more and more time to play their turns ....

I have to agree with johnarryn on this one. Having to wait almost a week, and this at turn 4, is too much. If it continues at this pace, people will loose interest in the game. And as the game progresses, slack just tends to augment.
So I suggest something along these lines:
- Give 48 hrs time. If everybody has sent their turn host.
- At the end of this time, post here the names of nations that have not sent their turn. Wait 24 hrs.
- If no justification/request for delay/a sign of life is given until the end of these extra 24 hrs, go ahead and host.
