My guess would be that a storm is not going on when you try and cast it.

I've never figured out how Summon Storm Power is supposed to be useful, since there doesn't seem to be a way to predict whether a given battle will have a storm or not.

Two thoughts:

You can make it rain with a low-level water spell... would that be good enough?

Isn't there a high level ritual spell that will make it storm everywhere?

staff of storms garuntees a storm too.

Rain does not let you cast Storm Power.

Perpetual Storm is a global echantment that makes all battles to be fought under a storm (and some other stuff too), evocation 6.

There's also the battle enchantment "Storm", evocation 5.
