All oceans are around 2-4 Celsius in depth greater then 1000m. Since most water nations do not have floating cities they should not be affected by temperature.

Perhaps shallow water could be affected by temperature.

I always assumed that warmer heat scales simply meant that underwater nations prefered warmer tropical waters, while cold means that they like artic/deep water. I assumed it was all relative to other bodies of water - not the surface.
