Here's another few:
-Make the Star Unstable ability work (as of 1.49, it doesn't- no matter what value, the star will not blow)
-Warp-point unstable ability and random opening/closing events (the second might be modable)
-Launchers that can launch fewer than one unit per combat turn- say I want a fighter launcher that can put twice as many fighters into space in strategic, but can only launch one fighter every other turn in tactical. Things like that.

By Version, i don't know if you mean a hopeful SE5 or just the next patch, but here is my contribution to the future of SE. A couple I don't think are on here:
1) Larger systems (not galaxies, systems)--might be interesting to have larger or different sized systems possible (bigger and smaller than the 13x13).
2) Some sort of empire moral, which can vary. For example, Empire X has two enemies, Y and Z. X has many victories against the Y empire, so it has a +N as moral when fighting them. But against Z, they have lost quite a few ships and battles, so when fighting Z, they have a -N. Another item which I think would be neat to add to this would be size and distance of war. If a particular war requires the use of 50+ warships, you take a moral hit. Same as if the war is 5 systems away from your nearest planet. And when empires are assaulted on their own ground their moral can jump because they are fighting for their own soil. but I have mentioned all this before, so I'll stop.

I would like to see opening and closing warp points as well. It could be devised as a setup in the ability values:
Warp Point: Fluctuating
A V 1: (how many turns till it opens)
A V 2: (how many turns it stays open)
Would provide for some interesting games.

I'd like to see a new feature for star chart trading. Namely a selection for 'all'.
As in, I'll trade you 'all' of my maps for 'all' of yours.

Please tell me you're not serious, mac.
Space_Umpire and ZeroAdunn have suggested hardcode tweaks for things similar to existing abilities, but you're asking for something that already exists.

There is a self-destruct component for ships and bases. Comes with Propulsion lvl 3, IIRC. While it also self destructs if the ship is taken by boarding parties, you can self destruct it using the Scrap/Refit window as well.
