Refresh my memory please. Vegas rules means "Nobodies word is any good, but let's all make NAP agreements anyhow." Do I have that right? I only read about Vegas rules once and I may have been confused as to the meaning.
I don't believe that Vegas rules were mentioned one way or the other in this thread until now.

My guess would be that Vegas is not the default, though I don't have a ton of MP experience to make the call. I do know that if a NAP isn't worth the pixels it's printed on I wouldn't waste my valuable time negotiating for nothing.

There are no rules regarding NAPs in this game. At least for the time being llamabeast is not specifying these on games on his server.
You can agree to a NAP with no intention of honoring it and proceed to violate it. People shouldn't hold a grudge outside of the game and you certainly won't be kicked out of it. But you also can't complain if it makes players disinclined to deal with you.

I'm not sure what the difference is between "holding a grudge outside of the game" and "not trusting a player." I would certainly never trust a player in another game who was dishonest in an earlier one. Does that constitute a grudge? How about letting people in the most recent game know about the players history?
It seems that one can easily go too far in either direction. You can be a rampant liar/betrayer and then what's the point of diplomacy? or you can be Mr. NeverAttacksAnyone because you don't want to hurt anyones feelings. I guess it's a side affect of having persistent player personalities in repeatedly new wars. Probably covered by game theory.

My take on NAPs in general is that you are free to make or break them at will. However, if you make an NAP and then leave a border completely undefended, if the guy breaks the NAP you only invited it upon yourself. On the other hand, you can go public with things and try to sway the other people about what is going on and get them on your side.

I generally honor my NAPs and if I make closer alliance/promises with someone, I honor that too. I have no qualms about assaulting anyone, that's why there is usually the three-month breakege involved with every NAP I make.
If the map is crwoded I have no idea how one can go around breaking NAP without warning. Once you break one NAP, yuo're at war all the time with everyone since no-one will trust you no more. Trading? A lot harder since you have to send everything first (making it possible for someone to sucker you).
I think breaking NAPs simply not worth it. I'd rather wait 3 turns before making myself a political outcast.
