Does Non agression effect mines?

The combat report I got said it was the Evanti, and we both know the Evanti surrendered to the Jodan several turns ago and the empire is dead. Looking at the combat though showed it was you.

How did you manage to get a ship so deep in Evanti territory? I didn't see you slip it through. I guess I should watch the movement replays more closely!!

What I mean is that I received two reports. The first says "Our minefiled has been encountered by the Evanite", then the actual combat report was his ship. The Evanite/Evanti had nothing to do with it. It's probably similar to awhile back when I ended up with a combat report between 2 empires I had nothing to do with.
