When setting up new game, there is option under "Game Options" that is called "Team Mode: All human players versus all computer players"

That's the one

The name is somewhat misleading, all it does is force every AI to treat every human as M.E.E from turn 1.

You still have to select the Peace victory condition, and make treaties with your fellow humans, or you won't win once the AIs are all dead.
