I believe at least #'s 1, 4, 9, 12, 14, 15, 20, 26, and 29 have already been requested by the beta testers. They had been included on a spreadsheet of requested changes.

You forgot a major issue: The user interface!
Even though the manual says that pressing <enter> is the same as clicking the OK button and pressing <escape> is the same as clicking the Cancel button, it ain't so. Shouldn't this be implemented? Many dialogues would be much easier if you could just hit enter or escape at the right places.
Others have pointed out the lack of wheel mouse support.
The cargo transfer and unit launch windows do NOT filter out ships which are lacking cargo space/unit launch ability. If you've ever wanted to transfer cargo or launch units from just a few ships in a large group you know how maddening this is.
In simultaneous move mode you have to load a ship with exactly the number of units you want it to launch at a given location. You cannot tell it 'drop X number of satellites here, then drop X numbr of satellites there'. Same for cargo, you cannot tell a ship to load or drop X amount of a given cargo. It loads or drops all it can hold every time. Why can't we tell a ship how much of a cargo to load or drop?
The Jettison Cargo screen still forces you to dump ALL of a given cargo type. When will it be flexible like the transfer cargo window?

All about the AI: 12, 13, 15, 16, 17
And also Dogberry's 'save presets' so I don't have to go through the entire list of choices in a new game. IIRC, didn't SE3 allow that?
Also, in the game setup, allow Users to specify how many empires to compete against; I can never get it to fill up all 20 slots with random AI.
The Last two choices weren't on the list, so shouldn't count towards my vote total.
