Atrocities is correct, any modding tools and programs can be found on either the Gold CD, or in the New Scenario/Mod Forum section of Shrapnel's forums.

As for which is best, there really isnt much overlap between the tools so it will depend on what you are looking todo as to which mod tool is best (or which mod tool is able to do it as the case may be).

Take a look at the new scenario forum in particular because it will contain the latest Versions of any mods or modding tools that have been created, including those found on the Gold CD in some cases.
