As a thought for amphib assaults & the like.
Take some batteries but either restrict there use to smoke rounds only or say they are only available for the assault phase, so after turn XX they are no longer available.
Another option is to put a spit of land somewhere & buy some onboard so you can spread the smoke screen.

Operation Pillowcase gotta love it perhaps playing just before hitting the sack has caused some judgment issues.
