Isn't 25 sea provinces too many when there is one water nation and 12~ provinces per land nation?

I know it's a bit much, but R'yleh is going to have territories stretching in straight lines.

If there's still a big ruckus about it after you look at the map itself, I can look at consolidating some of the water territories.
