It may be slightly OT, but IMO the defensive bonus(es) are definitely worth the weight (unless you're up against a religious race).

Yeah, if you use ministers, the will indicate what type of world it is by which colony ship they send
The planet still cannot be attacked or colonized until a sufficient scanner is brought in.

Can a cloaked planet be destroyed by planet destroyers? How about remote mined? I imagine star killers still take them out.

A cloaked planet cannot be destroyed with planet destroyers. I checked this when making the space monsters. Not sure about remote mining. And yes, star killers do destroy cloaked planets.

Sometimes you don't want to cloak all your ships. You send a fleet in enemy territory, say 20 ships, leaving 1 uncloaked. He intercepts with 5 ships (instead of all of his available ships) thinking there's only one to kill. He gets a nice surprise in combat.

Yeah. I used to do that when I would play the stealth race in Stars.
Have a few non-cloaking cruisers enter a system along with a stack of fully cloaked Battleships.
Made for some interesting diplomatic exchanges....
