		those systems that are just nebuli, are there planets there that you just can't see. Is there some tech advance which will make it all clear, or is it just a dead section?

		In all the nebula systems that I have seen, i have never found a planet.  I think the way you see through the nebulas is to equip a ship with some form of sensors(gravitic, psycic, temporal, etc.) or to research Stellar Manipulation. One of the components from that field can destoy a nebula completely. 
If you want to build a colony in a nebula system is to do stellar manip. in order to create a star in the system and then build a ring or sphere world around that star.

		actually, you cant create a star in a nebula system.  the only time there are planets in a nebula (or any non standard) system is when the game needs to place homeworlds and has run out of regular systems to do it.  so most will be empty. 
 
What you CAN do though, is use the stellar manip component that blows up a star and turns it into a nebula.  this will leave a nebula system with asteroid fields where the planets used to be.  you can then stelar manip the asteroids into planets and colonize them.  sense the components needed to do that are far down the tech tree, its likely that by the time you do it, everyone will have sensors good enough to see through the nebula anyway.

		still, even with sensors, it's kinda nice.  if you build that level of tech, set up storms in your systems.  these negate shields and can have an incredable impact on the AI.  just get orgo-tech and a good level of organic armor...

		I have created stars inside of a nebula system, and then destroyed the nebula without harming the star.

		Please note: There is no reason that I know of you could NOT change the data files to add "nebula" systems with planets to the game. It's just a matter of editing the systemtypes and quadranttypes files. Could be very interesting.
