Deserts have little food while farmlands have a lot. So if you field many troops in deserts, they're going to starve. At map-mapping stage, this means you probably want to put a few non desert provinces in the desert (Nile valley kind) so if any player starts there they don't starve immediately.

Thanks very much, giving commanders the appropriate item worked wonderfully. Two more questions though:

I planned to add hot scales to some of the desert provinces by adding magic sites that create heat. Do I have to use the #knownfeature command or will they increase the heat scale even if they are just #feature (thus, players will have to find them and they're not visible straight away)?

Also, if I use the #clearmagic command and give a commander something like #mag_astral 3, #mag_water 2, somehow they just get astral 3 but no water 2. What gives?

They increase the heat scale even if they are just #feature.
All negative side effects also happen even if the site is unknown.

I don't know why you don't get the water magic on the commanders...

Some units have maluses to magical abilities (for instance, mermages have penalties to water magic when on land.) If you post a stretch of your code, we could look at it and perhaps see what's wrong.

Well, looks like I've finally figured everthing out thanks everybody. The map is now ready, I'd appreciate any comments! Lands of lore contains 163 provinces (136/27) with lots of cheesy province names, overpowered indies in some locations and anything I could remember from the favourite games I played as well as many crappy books I've read.

Three versions of the map are included: one with a whole lot of imbalanced special sites and indies, one without any of that, and a scenario map for the following EA nations: Abysia, Kailasa, T'ien Ch'i, Ulm, Niefelheim, Marverni, Tir na n'Og, Atlantis and Oceania.

Starts for all three maps are fixed for a maximum of nine nations (couldn't figure out how to put in more starting provinces without crippling a nation), scenario nations start where I think is geographically most appropriate. Here's the link (MediaFire):
