What's the damage amount on the plague bombs do anyway? They all do 15 damage - what effect would it have if I changed that?

You'd do that much more damage on the initial hit. This is ONLY the damage counted in combat, not the plague damage. It's just there to make the AI actually use the weapon. Call it 'collateral' damage from the delivery device. Sure, you'll hit a few people with the aerosol canisters but the real point to the attack is to deliver the plague.
