Atmospheric conditions - what impact do they have?

Well I converted a lot of asteroids to planets and the conditions of the planet that resulted was much better than the condition of the asteroid before. I guess that makes sense if you create a planet it should have better conditions that the asteroid it came from.

Also I found a problem wih the stellar manipulation devices. They all say they use a lot of supplies (4000 for the one that makes medium planets) but no supplies were used up when I created the planets. Ha maybe it only uses supplies when you create a planet while in combat .
