Effectively:

"XXX" : Historical World War II.

Turning off Training and selecting your own troop quality allows you to game out "WHAT IF" hypotheticals -- like for example: What if Stalin didn't purge the Red Army so thoroughly and kill off all the really forward thinking officers before the war?
