Since it works on your desktop, what did you do differently on your laptop then?

Most likely that you have not applied the patch to the exact same directory structure that you installed the game to?.

We recommend you stay out of any windows-related file structure or Windows will put the files away in the user hierarchy - which the game wont know about.

If you have an old installer then it may be set to use /program files/ - you will need to reinstall to the above recommended path, which is baked into newer patch files as 'modern' (post XP?) Windows assumes that it controls stuff in program files and squirrels the files away in the /user/ hierarchy.
