It was originally supposed to be possible to add more requirements than just the ones currently used. Besides minimum or maximum requirements for standard components, various 'special' components could have been usable as requirements. I have had an 'extra' line in my VehicleSize.txt for ages. It has no effect but it also doesn't cause an error.

Requirement Min Engines := 1

This should cause the ship design screen to refuse to let you save a ship design without an engine. But it doesn't -- yet. So if you'd like to see things like this become possible you ought to email your request to MM.
