SE3 was recently phased out as an official game, and only SE4 is official now. The rules for wars are currently being rewritten to comply with SE4.

I am not sure about how exatly the game turns (in war) are proccessed but otherwise it is rather simple. You have empire in space where you can colonize. You gain money for treaties and some for territory. Turns are proccessed monthly.

You just need to signup, once you're in personal menu everything will explain itself nicely. Just read the rules a little to know the little do that dont to this and here you go.
