Seriously I'll look in to it.

The facility is set up according to the system facility.

Ability 1 Descr := Increase all research in a system by 10%.

System Computer Complex

Ability 1 Type := System Point Generation Modifier - Research
Ability 1 Descr := Increase all research in a system by 10% (only 1 facility per system effective).

As you can see, they are the same.

So the problem might have been compounded by other facilities in the same system. But in all the games I have played, even with the AI using multi daystrom facilities, there research is often equal to mine or just slightly higher, but never on a factor of 100 to 1.
